ProtocolEvent emitted by a MembershipProviderBabelProtocol when a neighbour has left or become unreachable.

The event is dispatched via MembershipProviderBabelProtocol.neighbourDown(Babel, BabelNode) and delivered to all registered MembershipConsumerBabelProtocol instances by the MembershipConsumerExtension, which calls MembershipConsumerBabelProtocol.neigbourDown(BabelNode).
